WUID not displayed when packagemap added

Description

When the ecl packagemap command is done, the command gets stuck and does not return a wuid. However, the wuid is created and can be accessed from the eclwatch page. We need an option to fetch the wuid from the command line as we are trying to automate the process

Adding a command line option which can be used wherever 

is supported.

The new option 

 will allocate the publisher workunit at the begining of the command and output it to the command line.

This will allow you to track the wuid even if the command line is disconnected and can't display the wuid at the end.
