Split ISpan::getSpanContext function

Description

ISpan::getSpanContext should be split into two functions

ISpan::getSpanContext (current otelFormatted=false)
ISpan::getClientHeaders (currently otelFormatted=true)

because it is performing two quite different functions with almost no overlap in functionality
