Document new multi-target cluster feature

Description

ExecuteSql and PrepareSql contain new string array "alternate" cluster fields.
The presence of that array generates the #OPTION('allowedClusters ',<>)
#OPTION('AllowAutoQueueSwitch ',<>) entries in the resulting ECL.

It's been inactive and non-working for many version afaik. I'd long forgotten about the feature - it's a bit of a weird feature IMO.
I think documenting how to turn it on would be sufficient for the adventurous.
